On January 1, 1863, President Abraham Lincoln approved the Statehood Bill for West Virginia on thec ondition that it would gradually abolish slavery. West Virginia was proclaimed a state on April 20, 1863,with the bill becoming effective sixty days later on June 20, 1863. “West Virginia Day” became a legal holidayby Chapter 59, Acts of the Legislature, Regular Session, 1927

West Virginia's state motto comes from the Latin phrase: Montani Semper Liberi which means "Mountaineers are always free". It was proposed by Joseph H. DisDebar who also designed the state seal. The motto is found at the bottom of the state seal.
